SPAMSERV 2.1 (the next version after the new one)

 OTHER STUFF:

 - Look up other clients from the same IP and kill 'em all.
 - in the spam list list their most recently matched time/date and the number of matches ( so we can get rid of the old ones that we don't see any more)
 - allow opers to add non-chan/non-akill lines (except derfy)
